He stated that Council <br /> may have violated the first amendment of the constitution. He . I <br /> stated the governmental body must show that the safety or welfare of <br /> the citizens are in real danger. <br /> Mayor Moore stated that the problem was a protection of the <br /> neighbors. This type of program does not belong in the residential <br /> neighborhoods. <br /> Moved by Councilman Overstreet,seconded by Councilman Stephenson to <br /> delay any discussion on this matter until a review by the City's <br /> beg.
