118 <br /> March 25,1987 <br /> The regular meeting of the Everett City Council was called to order <br /> at 8:30 a.m. March 25, 1987 in the Council Chambere of the Everett -, <br /> City Hall, President Gipson presiding. Upon roll call it was found <br /> that Mayor More and all councilmen were present. <br /> Minutes of the meeting held March 18,1987 were approved as printed <br /> with Councilman Niva abstaining. <br /> APPOINTMENT <br /> Mayor Moore introduced Al Shelstad, Chief of Police, for <br /> presentation of the City's newest police officer, James Seaman. ' <br /> Officer Seaman comes to the City with 14 years experience with the [ <br /> Colville Police Department. Officer Seaman was given the oath of <br /> office by the Deputy City Clerk. <br /> MAYOR'S COMMENTS <br /> Mayor Moore announced that Robert Young, retired police officer who [ <br /> just recently underwent a heart transplant, wil/be coming back to <br /> duty on April 6,1987. <br /> counn COMMENTS <br /> Councilman Pope stated that a diScussion had been held on offering a <br /> reward for capture and conviction of the person or persons ; <br /> responsible for the Everett Community College fire and the death of <br /> firefighter Gary Parks. It is hopeful that the incentive of a <br /> reward will bring forth evidence to find the arsonist. <br /> Councilman Pope stated that the funds would not necessarily be spent <br /> this year but he would recommend that they be allocated from the <br /> Council Contingency Fund at this time and be considered for a <br /> separate appropriation in the 1988 budget. <br /> Moved by Councilman Pope, seconded by Councilman tangos to offer a <br /> reward for up to 120,000 for the arrest and conviction of the person <br /> or persona responsible for the Everett Community College fire, with <br /> funding for 1987 from the Council Contingency Fund. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> Councilman Morrow presented a carving by Rex Casper entitled <br /> "Thinking Justice"to the City. <br /> Councilman Overstreet reported he has acquired a copy of the state <br /> fiscal impact-analysis report on the Navy Homeporting and would be <br /> happy to share the report with his fellow councilmembers. <br /> • <br /> , <br />
