A call for <br /> bids was authorized on February 18,1987 and the bids were opened at I <br /> a public opening on April 2,1987. 1,1 <br /> The bids received are as follows: 1 ' I <br /> 06 <br /> 110s <br /> ;t,'T,ggIc?v:n7'a'mP"g corp. <br /> $2,853,000.00 <br /> ir <br /> MI 2:f°,7=2,orn. $3,598,560.00 It <br /> Inc. 33,685,708.00 1 I <br /> l" <br /> Bruce Jones, City Attorney, stated that a bid protest had <br /> received from Humphrey Construction, Inc. objecting to Natio lal <br /> Dredging 6 Pumping Corporations bid on the sludge removal. Trds PI 9 <br /> I d <br /> appears to be a dispute between two bidders. No conduct of the City <br /> affected loMether these organizations entered a joint venture or bid <br /> competitively for the work. In additional there were two other <br /> organizations which bid for the work who were not involved in the 1 14 <br /> National/Humphrey controversy. Mn. Jones stated in his opinion <br /> there is no legal compulsion to disqualify National as the low 1.' <br /> bidder. <br /> BID AWARD li , ' <br /> wooed by Councilman Morrow, seconded by Councilman Overstreet that <br /> the contract for sludge removal project be awarded to the low 1 <br /> i 11 1 <br /> bidder,National Dredging and Pumping Corp of Folcroft,Pennsylvania <br /> based upon their proposal and unit bid of unit prices extended for <br /> the estimated total of$2,853,000.00 as received at the bid opening 6 17'.1 <br /> held at 2:oo p.m.April 2,1,87. <br /> Roll was called with all councilmen voting yes except Councilmen i I' <br /> Pope who was excused. Widening, 3rd Avenue SE to 19th Avenue <br /> SEv.
