Councilman Stephenson asked Bruce Jones,City Attorney,if he was of ° 4' the opinion that this clarifying action should be taken and Mo. Jones replied that he thinks it should be done. Wade Dann, 4800 Columbia Center, Seattle, representing Red Rose Partnership stated in his opinion that this action is not necessary ' t q: as this is not a lump sum procurement but a negotiated procurement. This means it is not necessary to go through the bid process at all. az. Dann stated that Red Rose Partnership started to make the required improvements on April 16, the day after the Council authorized the Mayor to execute the lease, in order to meet the September 30 deadline. The intent is to make this a good and fair process tll il. that can be understood by all. Roll was called on the motion with al/councilmen voting yes except Councilman Pope who was excused. Councilman Niva stated that the purpose of the mmrkshop is to get input from the Council to determine the space reqUireeenta SO that j '., 1 the leased space committee can pit together a Proposal to start the process to obtain additional City office space. Councilman lila stated that Bruce Jonas, City Attorney, has been asked to get a legal opinion for Council on the issue of conflict of interest and appearance of fairness on the whether az not the Red ' ,a,,.
