Upon loll <br /> call it was found that all councilmen were present. Mayor Moore Wes <br /> excused. <br /> PUBLIC HEARING <br /> 1 I,I President Gipson opened the meeting by stating this Is a public <br /> hearing to consider the Planning Commission'sdation and <br /> adopt resolution granting the ConditloneleCOUsen.Shoreline <br /> Substantial Development Permit 16-87 (86-1 EIS) for the U S Nave. <br /> President Gipson introduced former Judge Alfred Holts who has been <br /> retained to serve as moderator for the public hearing. <br /> Mx.Nolte lead the Rules of Procedure for the Public Hearing on the <br /> shoreline Development Permit Application regarding the Navy Homeport <br /> as follows: <br /> 1. The Moderator shallrd these Rules of Procedures after <br /> calling the meeting to order. <br /> 2. After the Moderator opens the hearing end reads.the.Rules, <br /> the Cit, may make a presentation. The applicant may also <br /> make a presentation if they so desire. <br /> II 3. All persons who desire to speak shall sign up at the door <br /> on <br /> special sign-up SheetThey shall list their name and also <br /> indicate if they represent a bona fide group or <br /> organization. Thedoors ill be opened prior to the hearing <br /> 1i to give people h ce to signand take their seats. <br /> N• 6. Persons may sign up to speak after the hearing has started <br /> �b11.1antl they will be etltled to LM1e group ho signed p before the <br /> 4 1 heeling. <br /> 5. Every speaker recognized by the Moderator will be allowed <br /> five minutes to make his or her presentation. A timer will <br /> signal the person speaking when they have one minute left. <br /> ,' 6. If a speaker represents a bona fide group or organization, <br /> I` the Moderator, at his discretion, may allow additional time <br /> !t I..(I far such presentation,not to exceed 15 minutes. <br /> 11. <br /> l 7.
