Th.May9 r'l <br /> Homeport site is lcated on the Norton Terminal site and Western <br /> Gear property. <br /> The applicant, the U. S. Navy, has applied for a Conditional Use -A 1 <br /> Shoreline Substantial Development Permit to allow removal of spoil <br /> materials from the East Waterway and disposal 5d dredge 1 H 1 <br /> spoils to be capped with clean dredge spoils in a confined in-water [ M. <br /> disposal site. The program for development of a proposed Homemort <br /> requires a number of water-orlentated construction activities. 1) 11 <br /> demolition of existing piers, pilings and structure., 2) i 1 <br /> construction of breakwater,mole and piers;and 3)dredging of the <br /> East Waterway to accommodate planned vessel use, aid to navigation, ' <br /> and expose a suitable foundation for the breakwater/mole <br /> construction. 1 H <br /> M 9 <br /> The dredging program is part of the Navy Homeoort facility. The <br /> site will become a Naval Station to include ship berthing, support <br /> facilities,and administrative and recreational facilities. <br /> 1,1r,',;te,:locm,:egjg:Tgc:12:.s.of the Homeport site, the dredging site <br /> I n 1 <br /> Mr. Ervine stated the Planning Commission recommended approval of '1'11'I'' I <br /> the Conditional Use Shoreline Substantial Deve/opment Permit for the )" 0 <br /> I <br /> 91 1'm 4' <br /> Navy Homeport project. The recommended permit approval included <br /> nineteen are set forth in the 114 1 <br /> Planning Commission report and recommendation. 1 lin ' <br /> Councilman Morrow asked about the height of the dormitory which <br /> would be built on the Naval Station. Mr.bruins stated it would be <br /> equivalent to a 13 story building. <br /> President Gipson asked about the monitoring of the dredge site and y k <br /> who would have the authority to stop the work. Mr. Ervine stated <br /> the Washington State Department of Ecology has the authority to <br /> repeal and reject the work being done and the final authority rests <br /> with the State. There will be a number of key state and federal <br /> agencies who will be closely watching the activity. <br /> President Gipson asked if the City could call a halt to the work. <br /> Mr. Ervine stated the City has its authority through its regular 11 <br /> enforcement procedures. ''l•1 <br /> Councilman Pope asked about the depth of the disposal site and <br /> because of this depth would the dredge spoils move or would the H' <br /> water pressure at these depths keep the spoils more stationary.
