337 <br /> August 26,19B) <br /> PUBLIC HEARING <br /> President Gipson opened the public hearing on the aPPeel of the <br /> seaway Center Master Plan. <br /> Bob fandles, Planning Department, stated in December, 196E, ADMC, <br /> /nc.submitted an application for a Master Plan Approval under SEPA <br /> and a preliminary Binding Site Plan application for Seaway Center,a <br /> 301 acre industrial park project. This project is located in <br /> Southwest Everett generally north of Seaway Boulevard. <br /> After public review of a Notice of Adoption of,and Addendum to the <br /> Southwest Everett Comprehensive Plan PSIS the Notice of Adoption, <br /> Addendum and Master plan approval were issued by the Planning <br /> Director on July 9, 1967. Simultaneously, a Preliminary Binding <br /> Site Plan for the property was issued by the Planning Department and <br /> the Public Works Department. Appeals of both the !Meter Plan <br /> Approval and the preliminary Binding Site Plan Approval were filed <br /> by Sigma Development,Inc.on July 24,1967. <br /> City Ordinancea require that the appeal of the Master Plan decision <br /> be heard by City Council and that the appeal of the Preliminary <br /> Binding Site Plan approval be heard by the Land Use Hearing <br /> Examiner. Following City Council's decision on tile Master Plan <br /> Appeal the Preliminary Binding Site Plan Appeal will be heard by Abs <br /> Hearing Examiner. <br /> • %fi=f1::e=reef!,telLtigttigeor:ggg=itbiOnna:'gg2=27 <br /> Abs Kenilworth Hills project is a separate process and the City <br /> carried out its authority in setting the conditions. <br /> Gary Doughty,Planning Department,presented a visual review of the <br /> project. <br /> Councilman Morrow asked about the impact of this project on the <br /> drainage in the area. There have been numerous,serious probleme in <br /> this area and he stated he feels the drainage problems should be <br /> solved before any further development ie approved. <br /> Councilman Stephenson asked if the detention ponda proposed for this <br /> project would be adequate. Mr. Doughty stated they would be sized <br /> to handle the drainage for this project and should make some <br /> improvements to the erosion problems in the gulch areas. <br /> Mr. Landles stated Sigma Development has appealed the following <br /> issues: <br /> 1.
