385 <br /> October 7,IOU <br /> REGIONAL MONTHLY PASS AGREEMENT <br /> Eoved by Councilman Morrow, seconded by Councilman Overstreet to <br /> authorize the Mayor to sign a Regional Monthly Fees AgreeMent with <br /> Metro Transit,Pierce Transit,Kitsap gningit,Comnmnity Transit and <br /> Roll was called with all councilmen voting yes. <br /> motion carried. <br /> ALLEY PARRING COMPLAINT <br /> John Fawcett of B05 13th St. in Snohomish complained that he was <br /> parking in the alley behind his office in the 2000 block east of <br /> Colby. He said he received tickets for parking there but the rest <br /> of the people who parked in the alley did not receive tickets. <br /> Councilman Gipson said he had walked through the alley where Mr. <br /> Fawcett parked and also the alley in the 2800 block and found that <br /> cars parked headed in to the adjacent buildings that had parking <br /> spots behind the building, were.not causing any problems but the , <br /> care in the two alleys that were parallel parking against the <br /> buildings were actually in the alley and could cause a safety hazard. <br /> Councilman Stephenson said the Parking Enforcement Officers issuing <br /> the tickets use their judgment as to whether the people are <br /> violating the law or not but he felt Mr. Fawcett was intentionally <br /> violating the law as he knew he was parked in the right-of-way and <br /> not on private property and had been receiving tickets for doing <br /> this. He said he was clearly in violation of the law and if he <br /> continued to park there he should continue to get tickets. <br /> Councilman Pope said Mr. Fawcett would have to prove to him that <br /> there would be no safety hazard if vehicles were allowed to park in <br /> alleys. <br /> Mr.Fawcett said the parking officers were not doing their Job by <br /> ticketing one person and not the next when they were over the , <br /> Property line in the alley. <br /> Capt.Eillesbach of the Police Department said the wheel of the car <br /> is the basis for parking and if the tire is within the parking line, <br /> the car will not be ticketed. He said in fact,the line painted in <br /> the alley is not the property line and should be closer to the <br /> buildings but the painting machine was unable to get any closer at <br /> the time this was done. <br /> So action was taken on Mr.Fawcett's complaint. <br /> OFFICE LEASE SPACE <br /> Prime Jones,City Attorney,reviewed the history of calling for bids <br /> for lease space,council reviewing the bids and being dissatisfied <br /> With the process and the amount of space. The committee and staff <br /> Went over this and cut back on the space requirements to essentially <br />
