She asked everyone to limit their remarks to three <br /> to four minutes. <br /> 1 Gary Doughty, Planning Staff, stated Sigma Development Inc. is <br /> requesting a comprehensive Plan Amendment on a 105 acre site in <br /> Southwest Everett from Single Family Residential Attached at 1-0 <br /> dwelling units per gross acre and Transition Area to Office and <br /> Industrial Park District and Rezone from R-S Suburban Residential to <br /> 14-11 Medium Manufacturing with a Concomitant Agreement. <br /> The area is generally located west of Powder Mill Gulch Creek, south <br /> of the lots In Kenilworth Hills Plat No. 1, lying north of the <br /> Boeing Company Everett Plant and John Fluke Manufacturing Company <br /> and east of a line extending north from and parallel to the main <br /> runway of Pain Field Airport. <br /> Mr.Doughty stated several conditions make the current Comprehensive <br /> Plan Designation inappropriate for the site. The subject site <br /> adjacent to areas designated Planned Industrial District on the <br /> west, south and southeast sides. It is adjacent to residential <br /> areas only on the north and northeast sides of the property. In <br /> addition, Powder Mill Gulch substantially buffers the proposed <br /> office and industrial park from any residential development to the <br /> east. This site is suitable for office and industrial park <br /> development and would add to the inventory of office and industrial <br /> park sites which will be able to serve small to medium sized users. <br /> Development of this site for office end industrial uses will add to <br /> the diversification of the local and regional economy. <br /> Mr. Doughty gave an overview of the chronology of the land use <br /> planning that has taken place since 1868. Mr. Doughty stated the <br /> Planning Commission recommends approval of the Comprehensive Plan <br /> Amendment to Office and Industrial Park District and approval of <br /> Rezone 05-86 to M-Al Medium Manufacturing with Contract for Sigma <br /> Development,.cc. <br /> (Councilmember Longue arrived at 7:30 p.m.) <br /> Keith Dearborn, attorney-planner consultant, stated he was hired by <br /> the City to review the proposed property to offer legal guidance in <br /> the planning process. He reviewed four alternatives for the <br /> property consisting of (1) single family residences, <br /> (2)multi-family residences (3)mobile home residences and a Planned <br /> Industrial Development. After careful review and study, Hr. <br /> Dearborn concluded that the best use for PID <br /> recommended by the Planning Commission. the propertbestows <br /> Don Doc. of Sigma Development, Woodinville, as owner of the <br /> property he is in agreement with the majority of the Conditions of <br /> the agreement but asked Council to reconsider the following changes: <br /> 1 <br />
