<br /> WHEREAS, the Snohomish Health District is a municipal
<br /> 7 ,3 WV corporation engaged in the delivery of public health services in the
<br /> unincorporated and incorporated areas of Snohomish County, and the
<br /> City is represented on the Board of Health, which is the governing
<br /> authority of the Snohomish Health District, by duly-elected
<br /> V IV V representatives in compliance with ROW 70.46, et sem., and charter
<br /> of the Snohomish Health District;and
<br /> 4, I !I, WHEREAS, an impasse haS developed with respect to the 1988
<br /> budget of the Snohomish Health District,which impasse results from
<br /> iF II,V. '1' the County of SnohOmish, a member municipal agency, declining to
