ky 255 him h July 13,1988 ift� II WHEREAS, the issue of funding the cost of the delivery1 of public health services through the Snohomish Health District, d a fair and re sonabie allocation of that cost,among the incorporated ett ies antl atowne of the County of Snohomish, and the County o Snohsih, Sa a significant public issue, both from the standpoint �, of the immediate 1988 Snohomish Health District budget,and from the iii standpoint of continued funding of that governmental service after 1988; NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT, that the City does hereby agree to participate in an evaluation of the allocation of costs far the delivery of public �.. health services through a city/municipal committee, whose membership,end duties and ohJectives shall be as follows,to wit: Section 1: That the Mayor is authorized: review,analyze and develop for the Consideration of the CLty of Everett,a formula to equitably allocate funding of the cost of delivery of public health services through the Snohomish Health District for 1988-and 1989{ B. To develop a formula, method or procedure for funding the cost of the delivery of public health services to the incorporated and unincorporated areas of Snohomish County through the Snohomish Health District on the long-term,after calendar 1989. C. To appoint a subcommittee, composed of financial officers and legal representatives, for the purpose of analyzingJ alternative methods f establishing a formula for equitably fuding the cost of the delivery of public health services; analyzing the position of the County of Snohomish;analyzing data furnished by the administrators of the Snohomish Health District; considering the various provisions of statutory mandate, and Washington Administrative Code mandate to municipal corporations in the are of public health, to consider the alternative options suggested in WAC 248.990.990,.and to analyze,evaluate and prepare recommendations to the main City/Municipal Public Health Funding:Committee for engaging as a participant in the now matter n w pending between the County of Sn homish and the Snohomish Health District, and to make e appropriate.recommendation to the main committeeee,,and thence to the Mayor and CLty Council. Roll was called with all councilmembers voting yes except Councilmembers Gipson and Stephanion who were excused. yt Motion carried.
