Sustain the Determination of Non-Significance as <br /> presented by the Responsible Official. <br /> 2. Modify tne Determination of Non-Significance. <br /> 3. Remand the proposal back to City staff. <br /> A. Require an Environmental Impact Statement. <br /> Jim Iles, Assistant City Attorney,advised Council that the mandate <br /> in SEPA is that the Council's roll is conceptual in nature. He <br /> stated the St. Peters House issue was not recognized as to <br /> historical significance prior to the start of this project and <br /> therefore could not become an issue in the muddle of the <br /> negotiations. <br /> Brad Cattle,3305 Oakes,attorney for Bayridge Development,reviewed <br /> the ten concerns and the developer's willingness within reason end <br /> 1 <br /> ability to make changes to address these concerns. He questioned <br /> the inclusion of the University of Washington Lake Study ln the <br /> process as it has not been adopted by the City. Me presented the <br /> following exhibits for the record: <br /> 1. Colored Site Plan <br /> 2. Drainage Plan <br /> 3. Letter from Dale Curtis regarding St.Peters house. <br /> Mr. Cattle stated the developer has answered every concern and <br /> special conditions are included in the DNS. He asked that Council <br /> sustain the DNS as submitted. <br /> Tom Lux, 2225 116th Street, representing the Silver Lake Action <br /> Committee, stated the concerns have not all been mitigated Sc an <br /> agreeable solution and he recommended that an Environmental Impact <br /> Statement be required. <br /> Dorthy Vandeventer, 2012 129th Place SE, stated the concerns in <br /> regards to traffic and lake fill have not been adequately answered <br /> and she asked that Council reduce the density and move the buildings <br /> back from SR 527. She recommended that Council make no hRSty <br /> decision and wait for additional information to be sure all the <br /> concerns are answered. <br /> Councilmember Stephenson asked about the traffic solutions. He <br /> stated that the access on the project is such that it will create <br /> traffic problems. Dave Davis, Traffic Engineer, stated the traffic <br /> conditions are tight but he is comfortable with the mitigation <br /> efforts. <br />
