However, as to the issue <br /> of traffic, specifically including vehiculartraffic <br /> ffic ingress end <br /> egress, a updated traffic study, turning restrictions and <br /> ,pedestrian access crossing, there is probable ,cant adverse <br /> environmental impact. There is a need Par additional environmental <br /> analysis addressing these traffic issues. <br /> Section 3: Decision. <br /> In accordance with(MC 157-11-360 due to the traffic issues <br /> which include vehicular traffic ingress and egress, an updated <br /> traffic study, turning restrictions and pedestrian a oaaing, <br /> it is herebdetermined that this proposal may, haveaa probable <br /> significant adverse environmental impact with respect totraffic. <br /> Accordingly,the Responsible Official's determination in issuing DNS <br /> 61-88 for B Ridge Development is hereby reversed. The <br /> Responsible Official is directed to issue a Determination of <br /> Significance and in accordance with this Resolution, require the <br /> applicant to bperepare acc mltede ecope environmental impact statement <br /> vehicular <br /> will llingress[A the following traffic issues: (1) <br /> ehicular traffic ingress antlgress; (2) updated traffic study; <br /> (3) turning restrictions; and (4) pedestrian acc s crossing. In <br /> addition, the Applicant is to provide additional information to <br /> staff concerning <br /> ning wetlands, drainage, tree inventory and Monroe <br /> c <br /> School a ewhich information shall be provided to the Hearing <br /> Examiner at such time as the Bay Ridge Development proposal is <br /> brought before the Hearing Examiner for hearings on the Shoreline <br /> Permit. <br /> Roll was called will all councilmembers voting yes except <br /> Couneilm tuber Gipson who was excused. <br /> Motion Carried. <br /> INTERLOCAL AGREEMENT <br /> Lynnwood, Mountlake Terrace, <br /> end Snohomish County have requested <br /> that the City of Everett. enter into en interlocal agreement for the <br /> purpose of assessing the feasibility of ecommuter/pedestrian rail <br /> from Lake Ballinger to 75th Street in Everett, a distance of13 <br /> miles following the route <br /> of the abandoned Interurban.The City's <br /> share of the coat of the study is$3,000. The Finance and Budget <br /> Committee has recommended funding from HOtel/Motel tax revenues' <br /> Moved by COuncilmember Stephenson,seconded by Couneilmember Langus <br /> to authorize the Mayor t execute an interlocal agreement with <br /> Lynnwood,Mountlake Terrace and Snohomish County for the purpose of <br /> assessing the feasibility of acommuter/pedestrian trail;the$5,000 <br /> expenditure is to be appropriated from Fund 138, Hotel/Motel Tax <br /> Fund. <br /> Roll was called with all councirmembers voting yea except <br /> council ember Gipson who was excused. <br /> Motion carried. <br />
