36 <br /> February 1,1989 <br /> BID REPORT <br /> Bids for the expansion of the Wastewater Treatment Plant were <br /> received a.opened at 2:00 p.m. on December 15, 1988. The bids <br /> were as follows: <br /> Kiewit 815,723,708 <br /> Argee 16,130,000 <br /> Mortensen 16,746,420 <br /> 15,365,003.50 <br /> Paschen <br /> Humphrey <br /> Wright 13,670,293.71 <br /> 17,905,527 <br /> Venture 15,647,517 <br /> Pamco 18,076,982 <br /> Engineers Estimate 18,300,000 <br /> Brown and Caldwell, consulting engineers, and city staff recommend <br /> that the contract be awarded to Humphrey Construction, Inc. as the <br /> lowest and most responsive bidder. The Department of Ecology and <br /> the Environmental Protection Agency concur with the recommendation. <br /> John Erickson,Business Agent for the Plumbers and Pipefitters Local <br /> 265, stated since the contractor's bid was so much below the <br /> engineer's estimate and the Other bids that Council be sure that the <br /> contractor follow the laws of the State of Washington in regard to <br /> paying the prevailing wage. Clair Olivers, Assistant Public Works <br /> Director, stated the stipulation to pay prevailing wages is a part <br /> of all contracts and this one has special requirements due to the <br /> EPA grant. <br /> BID AWARD <br /> Moved by Councilmember Pope, seconded by Councilmember Langus that <br /> the contract for the Wastewater Treatment Plant expansion be awarded <br /> to the low bidder, Humphrey Construction, Inc.of Woodinville, WA., <br /> based upon their proposal and unit bid of unit prices extended for <br /> the estimated total of$13,670,293.71 as received at the bid opening <br /> held at 2,00 p.m.,December 15,1988. <br /> Roll was called with all councilmembers voting yes. <br /> Notian carried. <br /> CHANGE ORDER <br /> Moved by Councilmember Gipson, seconded by Councilmember Pepe to <br /> authorize the Mayor to execute a no cost change order with SIOWn& <br /> Caldwell Per construction management services for the Wastewater <br /> Treatment Plant expansion. <br /> Roll was called with all councilmembers voting yes. <br /> Motion carried. <br /> 611111111111IF <br />
