r '1 62 •, February 22,1989 Moved by Councilmember Pope, seconded by Councilmember Morrow to fund both of the requests and perhaps get a loan from the General 1 Fund for this purpose. President Niva said she was very supportive of both of these projects but she felt uncomfortable doing a deficit business. She reminded the council of increasing some of the requests received previously and there would probably be ether one-time requests later in the year but not to spend it all at once. • Councilnember Gipson objected to borrowing money from the General Fund. ' Councilmember Morrow said that after helping out with the snow costs there was still money in the contingency fund and suggested it could I come from there. President hive asked hound/member Pope if he would consider taking the money from the Council Contingency Fond because she thought they were all supportive of the projects but not where the funds were coming from. Moved by hound...ex Pope, seconded by Councilnenber Morrow to amend the motion to fund the Arts Council in the amount of$5000 and the Centennial Committee in the amount of $4,00 from the Council Contingency Fund. Roll was called on the amendment with all councilmembers voting yes except Councilnember Gipson who voted no. Amendment carried. Roll was called on the main motion as amended with all councilmembers voting Yes• Motion carried. PRESIDENT'S COMMENTS President Niva said a request had been made to discuss Item 6 immediately following the consent agenda items. She said also that Item 7, Waste Water Treatment Plant Coordinator would be removed from the agenda todaY.
