119 <br /> larch 29,1989 <br /> h11 Section 2. The total estamated cost and expense of the <br /> 415 improvements is declared to be$375,000,approximately 50 percent of <br /> which expense shall be borne by and assessed against the property <br /> h11 specially benefited by such improvements to be included in a local <br /> improvement distract to be established embracing as nearly as <br /> practicable all the property specially benefited by the <br /> improvements. The balance of such cost and expense shall be <br /> I.41 advanced by the City pursuant to Ordinance No. 1561-89 and <br /> reimbursed from future monthly utility service surcharges within the <br /> 4/, local improvement district. <br /> h61 Section 3. All persons who may desire to object to the <br /> improvements described herein are notified to appear and present <br /> such objections at a hearing before the City Council to be held in <br /> kE the Council Chambers in the City Hall in Everett, Washington, at <br /> 830 a.m. on April 26, 1989, which time and place are fixed for <br /> hearing all matters relating to the proposed improvements and all <br /> objections thereto and for determining the Method of payment for i <br /> those improvements. All persons who may desire to object thereto <br /> should ePPear and present their objections at such hearing. Any <br /> person who may desire to file a written protest with the City <br /> Council may do so within thirty days after the date of passage of <br /> the ordinance ordering the improvement in the event the local <br /> improvement district is formed. Such written protest should be • <br /> signed by the property owner and should include the legal <br /> description of the be delivered property for which the protest is filed and such <br /> protest should to the City Clerk. <br /> Section 4. The City clerk is authorized and directed to give <br /> notice of the adoption of this resolution and of the date,time and 1111'. <br /> place fixed for the public hearing to each owner or reputed owner of <br /> any lot,tract,parcel of land Co other property within the proposed <br /> local improvement district by merlon,'such notice at least fifteen <br /> days before the date fixed for public hearing to the owner or 1 <br /> reputed owner of the property as shown on the tax rolls of the <br /> Snohomish County Assessor at the address shown thereon,as required <br /> by lax. The City Clerk also Ls authorized and directed to give T[t; <br /> notice of the adoption of this resolution and of the date,time and <br /> place fixed for the public hearing to each owner or reputed owner of <br /> any lot, tract, parcel of land or other property outside of the <br /> Propoaed local improvement district that is required by the Federal <br /> Housing Administration as a condition of loan qualification to be <br /> cOnnected to the proposed improvements, by mailing such notice at <br /> least fifteen days before the date fixed for the public hearing to <br /> the owner or reputed owner of the property as shown on the tax rolls <br /> of the Snohomish County Assessor at the address shown thereon, as <br /> required by law. The City Clerk is directed to keep on file and <br /> make available for public perusal a list of the owners or reputed <br /> owners receiving either notice. <br /> This resolution shall also be published in at least two <br /> consecutive issues of the official newspaper of the City, the date <br /> of the first publication to be at least fifteen days prior to the <br /> date fixed far the public hearing. <br /> 5. The City Engineer Ls directed to submit to the <br /> City Council-ill-lir prior to April 26,1989,all data and information <br /> required by law to be submitted. <br /> • <br />
