March 25,1589 <br /> RESOLUTION-TWO HOUR PARKING <br /> Capt. Dan Anderson,Police Department,stated the Police Department <br /> is requesting the installation of two hour parking on the 2800 block <br /> of West Marine View Drive (California-Hewitt). The parking time <br /> limit will help the Police Department controls continuing parking <br /> dispute between two businesses in the block. <br /> sgt.Bob stiles,Police Department, said that the Police Department <br /> has been trying to mediate a parking dispute between Able Boby and <br /> North Sound Charters, two businesses located on the east side of <br /> West Marine View Drive. All attempts to resolve this problem have <br /> been unsuccessful. The installation of the two hour parking zone <br /> will allow the Police Department to legally monitor the area to help <br /> resolve this dispute issue. <br /> Dave Davis,Traffic Engineer,explained that the placing of the two <br /> hour parking is consistent with other streets in the area. There is <br /> twa hour parking on Hewitt Avenue to the South and 50 minute parking <br /> on California Avenue to the North. Residential Permit Parking is <br /> vi <br /> recommended for 150 feet south of California Avenue on the east side <br /> of West Marine View Drive. The Traffic Advisory Committee has <br /> reewed the resolution and recommend adoption. <br /> James Bortner,Attorney representing Able Body,said that his client <br /> had been in business at that location for 14 years and that this is <br /> a squabble between two business neighbors and should not be resolved <br /> In the City forum. The two hour parking restriction will make an <br /> undue hardship an Able Body. Mr.Bortner said he felt the parking <br /> differences can be resolved. <br /> Cindy Stevens,owner of North Sound Charters,described the conflict <br /> that had been going on and the abuse that she had received from the <br /> Able OodY owner and one eMPloyee. She said a compromise had been <br /> worked out but that did not resolve the parking problems. There <br /> needs to be parking controls so that all the businesses can share <br /> the street parking. <br /> Moved by Councilmember Diamond,seconded by Councilmember Overstreet <br /> to adopt Resolution No. 3140 to install two hour parking and permit <br /> parking in the 2800 block of West Marine View Drive as follows: <br /> parking tnd parrot pecking in °Awl= Of west 74nn: view <br /> Drive;and <br /> WHEREAS, the Mayor's Transportation Advisory Committee has <br /> reviewed the request and recommends that 2 hour parking and permit <br /> parking be installed, <br /> CITY 0,-"gborm°n,.11r.,=r1J11In,CITY C'UN''L T'E <br /> Drive,Ten0(.0.)
