March 25,1589 RESOLUTION-TWO HOUR PARKING Capt. Dan Anderson,Police Department,stated the Police Department is requesting the installation of two hour parking on the 2800 block of West Marine View Drive (California-Hewitt). The parking time limit will help the Police Department controls continuing parking dispute between two businesses in the block. sgt.Bob stiles,Police Department, said that the Police Department has been trying to mediate a parking dispute between Able Boby and North Sound Charters, two businesses located on the east side of West Marine View Drive. All attempts to resolve this problem have been unsuccessful. The installation of the two hour parking zone will allow the Police Department to legally monitor the area to help resolve this dispute issue. Dave Davis,Traffic Engineer,explained that the placing of the two hour parking is consistent with other streets in the area. There is twa hour parking on Hewitt Avenue to the South and 50 minute parking on California Avenue to the North. Residential Permit Parking is vi recommended for 150 feet south of California Avenue on the east side of West Marine View Drive. The Traffic Advisory Committee has reewed the resolution and recommend adoption. James Bortner,Attorney representing Able Body,said that his client had been in business at that location for 14 years and that this is a squabble between two business neighbors and should not be resolved In the City forum. The two hour parking restriction will make an undue hardship an Able Body. Mr.Bortner said he felt the parking differences can be resolved. Cindy Stevens,owner of North Sound Charters,described the conflict that had been going on and the abuse that she had received from the Able OodY owner and one eMPloyee. She said a compromise had been worked out but that did not resolve the parking problems. There needs to be parking controls so that all the businesses can share the street parking.
