When the City of Everett is the owner of property <br /> abutting upon the street,alley or portion thereof to be vacated and <br /> ' I <br /> the City Council chooses to waive the City's required contribution <br /> and/or fees, then the total amount of compensation determined owing ,4 <br /> in Section 1 may be reduced by the amount the City Council chooses <br /> to waive. <br /> Section 3) The petitioner(s) shall be required to pay the 411 <br /> application fee, the appraisal fee and, depending upon whether the <br /> . street or alley was acquired at private or public expense, one-half '1.1 <br /> or the entire appraised value in the case of a vacation where there <br /> IS no property "exchanged" in lieu of compensation as provided in <br /> Section 2(4).
