•4,4'.• <br /> April 12,1989 1:5 <br /> 143 . <br /> 5• <br /> AQUATIC LANDS LEASE <br /> Moved by Councilmember Gipson, seconded by Councilmember Overstreet <br /> to authorize the Mayor to execute a lease agreement with the State <br /> of Washington Department of Natural Resources for the pipeline <br /> crossings at the Snohomish River for the Wastewater Treateent Plant <br /> construction-phase II, <br /> Roll was called with all counci/members voting yes. <br /> • <br /> Motion carried. <br /> 5 COUNCIL BILL 893-25 <br /> FINAL READING: <br /> AN ORDINANCE of the City Council of the City of Everett, <br /> Washington, authorizing the reallocation and expenditure of <br /> 51,500,000 of the proceeds of the City's limited tel general <br /> obligation bonds, 1988, issued in the aggregate amount of <br /> 40,230,000, to acquire, construct and equip certain library <br /> and park facilities and improvements within the City and <br /> authorizing a plan of improvements with respect to such <br /> reallocation of bond proceeds. <br /> Councilmember Diamond expressed concern regarding the deletion of <br /> the funding for additional park property on Silver Lake. He said <br /> there is other property on the lake that would be adaptable for a <br /> City park. He requested assurance that if other monies are <br /> reallocated to the branch library that funding sources are available <br /> for park property ecqUi.iti... <br /> Councilmember Morrow Stated he felt both are very worthy projects <br /> and that Inc should not be weighed against the other. He felt that <br /> the library project should go forward but that funding should still <br /> be available for park property acquisition. <br /> President diva said that the comnitment to parks has not changed. <br /> • She said funding sources could be found If agreement can be reached <br /> on park property on Silver Lake. <br /> Moved by Councilmember Morrow, seconded by Councilmember Pope that <br /> '5! <br /> this is declared to be the final reading If Council Bill 894-25 and <br /> the City Clerk is directed to call the roll for the final <br /> disposition of the ordinance. <br /> ARES: Canals, diva, Diamond, Gipson, Morrow, Pope, <br /> Overstreet <br /> NAYS: None <br /> Ordinance No.1577-89 adopted. : <br /> I <br /> ,•• <br />
