The City Council reviews a proposed detention facility <br /> designed and u approved bYsa licensee engineer er rchitect <br /> which m neither the requirements of Paragraphs 1 a 2 <br /> herein a exercising its reties policy <br /> and determinationthateither no fencing willmakes <br /> required o <br /> fencing less then x(6)feetinheight will h required. <br /> ie issues considered sl by the Council when he <br /> this <br /> determination include but a not limited t m(1)n gr <br /> why the proponent does not wantto construct a reasons <br /> he facility or wants to construct Pence less fence <br /> around <br /> .(6) feet in height; (2) purposes)the focality to to <br /> serve; (3) design Considerations of the facility; (4) <br /> safety considerations of the facility without the fencing <br /> or with fencing reduced to height:and(5) such additional <br /> issues as the Council feels are appropriate. <br /> City Council furthers resolves that this Resolution shall <br /> supersede all prior City policies relating to fencing of detention <br /> facilities. <br /> Roll was called with all Councilmembers voting yes. <br /> Motion carried. <br /> CHANCE ORDER <br /> Moved by C n..ember tangos, seconded by Councilmember Gipson [ <br /> authorize the Mayor to execute Change Order 13 for the Evergreen <br /> Branch Library for Catch basin and pipe on Holly Drive in the amount <br /> of$3,935. <br /> Roll was Called with all Councilmembers voting yes. <br /> Motion Carried. <br /> LAND TRADE PROPOSAL <br /> Bruce Jones, City Attorney, stated that two proposals have been <br /> aceivedregareino the City acquisition of park lane in or in the <br /> vicinity of the Hanabrook subdivision. These proposals are mutually <br /> exclusive, since they both involve City acquisition of County land <br /> off Seahurst Avenue part of which would be traded by the City for <br /> the p';opxasee arks land. The proposals have been submitted by <br /> Allison attorney for Michael Kinne <br /> a Kinney <br /> r <br /> to Block Moss, <br /> s. and by Pete Zimny who also ownsproperty in the <br /> vicinity <br /> Allison Moss outlined the Kinney proposal as roll'ns: <br /> 1. Mould pay the entire$225,690 fee-in-lieu <br /> 2. Sewer Utility uses$51,300.59 of fee to purchase County <br /> property. <br /> 3. City trades C unty property to Kinney Pox 14 acres of <br /> eeeitipnal open space on Kinney p[opexty. <br /> M. Kmney dedicates approximately 8.4 acres of County to <br /> City. <br /> t ` <br />
