City utility staff shall, with the Tulalip Tribes and <br /> consultants, jointly plan to accomplish the supply of water to the <br /> Tulalip Reservation in accordance with the City of Everett's <br /> ordinances, standards, policies and plans. Point of delivery, and <br /> the point of the master meter, would be located on the proposed <br /> transmssion line on Smith Island beyond all local connections. The <br /> plan shall provide far joint financing, construction and ownership <br /> and include.provisions for operation by the City of Everett. <br /> 2. The City of Everett, assisted by the Tulalip Tribes, <br /> shall be the lead agency for any invirormental review and for <br /> obtaining all necessary approvals and permits for connection and <br /> construction of the transmission main. Prior to a decision to <br /> eenstruct supply facilities an appropriate environnmntal review will <br /> be completed. <br /> 3. The quality of water delivered and the rates therefor <br /> shall be Everett's usual and accustomed practices and rates for <br /> wholesale customers similarly situated. <br /> C. A water supply contract shall be negotiated which shall <br /> include a sufficient time period to amortize financing arrangements, <br /> With preferential rights for reviewal of the contract for additional <br /> years into the future. <br /> . , <br />
