302 August 2,1989 <br /> : 1... <br /> stated she would be able to participate in the discussion and <br /> deliberations in a fair and impartial manner. she asked if there <br /> were any objections to her participation. No objection was made. <br /> Mary Cunningham, of the Planning Department, stated the applicant, <br /> HI Mr.Walt Kjorsvik, submitted an application for the rezone of 7.31 <br /> acres for construction of a 108 unit apartment complex and the <br /> proposal has since been revised to 103 units on 6.91 acres. <br /> rl , <br /> Ohm Planning Commission held 3 public hearings on the proposal on <br />- ' April 25, May 16, and June 8, 1989. After reviewing all the <br /> exhibits and public testimony, and following the closing of the <br /> public hearing on June 8,a motion was made and seconded to deny the <br /> rezone request. The vote was 2 votes for the motion and two votes <br /> against the motion. Bob <br /> ,- landles, Planning Staff, stated the property was the annexation.zoned R-1, <br /> residential in 1961 at the time of The 1982 <br /> Southwest Everett Comprehensive Plan designated the site as <br /> Residential (attached/Detached) at 8 to 12 dwellings per gross <br /> acre. In 1986 the existing General Plan multiple family residential <br /> areas policies and map were adopted. These superseded those <br /> portions of the Southwest Everett Plan which pertain to residential <br /> re <br /> land uses. <br /> ,.., Mr. Landles stated that the Zoning Code has not been revised to <br /> coincide with the General Plan, but the revision is in process in <br /> the Planning Commission. <br /> Ed Hansen, Attorney for the applicant, 0 6 G Associates, reviewed <br /> . , <br /> 'A 1 <br /> the purpose of the General Plan,specifying that the plan serves as <br /> a guide to decision making. He reads portion of the plan,stating <br /> the goals and policies contained in the general plan are intended to <br /> express clear direction and purpose so that the citizen has little <br /> doubt as to what the community believes in and stands foe. <br />, . <br /> He stated the project will provide 103 living units close to a major <br /> job site. He said ell the conditions in the mitigated Determination <br /> of Ron-Significance are acceptable to the applicant. The applicant <br /> 1 I k is willing to mitigate all issues including traffic. The proposed <br /> project is a quality apartment complex and will provide attractive <br /> housing units. <br /> 'IR , Mr. Hansen introduced a letter from the Mukilteo School District <br /> stating they did not want to pursue mitigation of adverse impact at <br /> the present time. <br /> Gary Parkinson, Project Architect, reviewed the proposed project, <br /> expressing the consideration given to the impact on the <br /> neighborhood. His design also considered the internal life of the <br /> residents. He consulted with the various departments foe compliance <br /> with City requirements. The project is designed to maintain the <br /> terrain as close to natural as possible. <br />' I <br />'., <br />
