Ave., has <br /> applied for a Comprehensive General Plan Amendment and Rezone of <br /> approximately 2.7 ciesresofof land from'Single Family Residential 1-5 <br /> Dwelling Units per Gross Acre" to Industrial-Office and Industrial <br /> Park/Special Manufacturing," and the Rezone of the samesite from <br /> the present"R-1: Single Family Low Density Residential" to"0-1: <br /> Heavy Manufacturing"Zone. The location of the property is 300 feet <br /> north of 73rd St.S.X.and Upper Ridge Read. <br /> In addition to the Comprehensive General Plan Amendment and Rezone, <br /> a Special Property Use permit is being sought from the Hearing <br /> Examiner to allow the extension of the mining activities and the <br /> future reclamation of the site in a manner consistent with the State <br /> Dept. of Natural Resources and RCW Chapter 78.44.Reclamation Plana <br /> requirements after extraction is completed. The proposal will also <br /> provides for stable slope and vegetative screen buffer project <br /> the mining and the adjacent residential areae to the proposed t <br /> site. <br /> The Planning Commission held a public hearing on the proposal on <br /> July-6, 1989 and voted to approve the change in the corp Plan but <br /> voted to take no action on the rezone. Since noaction w taken on <br /> the rezone application, the applicant filedan appeal to City <br /> Council in accordance with EMC 19.68.010. <br /> He said notices had been sent to all the neighbors about the public <br /> hearing tonight. <br /> He showed slides of the arca involved. There will be shrubbery <br /> planted at Associated Sand's expense in the 25 foot buffer area <br /> owned by Associated with the residents maintaining'it. He said <br /> Upper Ridge Road will be closed and Associated will construct <br /> another rod to Hartlesan. The applicant must have a property use <br /> permit. The hearing was held two weeks ago but the hearing examiner <br /> has not made a decision yet. <br /> He said there are five alternative actions the council can take: <br /> 1. Adopt a solution amending the Land Use Map andapprove the <br /> rezone request. <br /> 2.
