During the update of the General Plan Land Use Map in 1987, the <br /> { Planning Commission considered <br /> nsidered areas where the highway commercial" <br /> land use designation could be expanded to c eate a'greater depth <br /> along Evergreen Way, but determined that additional commercial <br /> expansion should not encroach into residential neighborhoods. <br /> 6. Previous actions which have allowed an encroachment of <br /> commercial use onto Fleming Street have felled to adequately protect <br /> theresidential character of the existing single family <br /> neighborhood, <br /> and the applicant's request would similarly fail to <br /> protect the residential neighborhood. <br /> 7.
