The Applicant has failed to demonstrate that circumstances have <br /> changed substantially since the adoption of the General Plan Land <br /> Use.,Map and Policies (Residential, 1986; Commercial, 1987) that <br /> warrant the changing of the subject residential property for <br /> commercial uses <br /> 2. Throuthe lack of a specific site development plan for the <br /> proposed p <br /> ed use of the subject property, the applicant has failed to <br /> and <br /> trate that the proposed amendment of the Everett General Plan <br /> and Rezonenne w <br /> commerll cially tn n ore efficient use of and improvement to <br /> z ned properties in the vicinity. i <br /> 5. The use <br /> of a local street (Fleming Street) as a land u <br /> transition between"Highway Cpmmerciel"and"Single FamilDetached" <br /> uses is not sufficient t"protect the Character of the residential <br /> neighborhood located on the west side of Fleming Street. <br />
