A court reporter is in <br /> attendance and will be recording what is sold. She said she would <br /> be acting as the presiding officer and the council members are <br /> concerned that the hearing be fair in form and substance and fair in <br /> appearance as well. She then asked If any council member knew of <br /> any real potential conflict which shout cause that member to avoid <br /> participation in the hearing. She asked if any property owner or <br /> representative who objected to her participation or any council <br /> members.participation in the proceedings and no one replied. <br /> She pointed out the hearing is being held to afford individual <br /> Property owners an opportunity to present information and evidence <br /> to the council explaining the reasons for any objection to any <br /> proposed supplemental assessment. The original final assessments in <br /> this CID were levied earlier this year. Two lawsuits were filed <br /> challenging those assessments. The assessments were upheld in <br /> Court. unfortunately, bonds could not be sold until after the <br /> lawsuits were dismissed. For that reason, the LID Incurred <br /> additional costs, including interest and administrative and legal <br /> expeses These costs are being levied in this supplemental <br /> as.ssment proceeding. <br />
