521 December 13,1,89 Moved by Councilmember Overstreet, seconded by Councilmember Gipson to deny the appeal, uphold the Responsible Official's decision in issuing the Determination of Non-Significance on the proposed revision to the City of Everett Zoning Code and Zoning Map and to adopt the Findings and Conclusions as prepared and presented. Roll was called with all councilmembers voting yes. Motion carried. WORKSHOP-CAPITAL IMPROVEMENT PROGRAM ORDINANCE REVIEW Bill Cushman, Finance Director, reviewed the provisions of the Capital Improvement Program Ordinance and the funding requirements and current financial status. Ole Shields, Assistant Park Director, gave a slide presentation on the various park projects as they relate to the COP. He also showed future projects and plans for the various City parks. Mack Nesse, Library Director, reviewed the progress on the branch library end the Main Library renovation which is now starting.
