552 <br /> December 27,1989 <br /> Mr. Litten reported that the present zoning code was originally <br /> adopted in 1956. It has been amended periodically but those changes <br /> have not kept pace with development trends and growth pressures he <br /> City faces. Fpllowing City Council adoption of an updated General <br /> Plan in 1986 and 1997, the Planning Commission directed staff to <br /> begin rewriting the Zoning Code to bring it up to date and to <br /> implement the policy direction of the General Plan, <br /> Pert of the Zoning Code revision processincludes amending the City <br /> Zoning Map. Most areas of the City will remain in their present <br /> zoning classification, including all single-family zoned <br /> neighborhoods. Some map changes involve only a change in zone <br /> map <br /> symbols, without changing the permitted usessignificantly. Other <br /> mapchangeswill result in different permitted uses and zoning <br /> standards. <br /> Mx. Gif!e n noted that s <br /> several amendments,which were a result Of the <br /> i3 Planning Commission action at their December 19, 1989 hearing, are <br /> included in a separate amendment packet. The section o "Effective <br /> Date - Vesting' is also included for addition to the proposed <br /> ordinance. <br /> Gretchen Shaffer, 006 Alpine Orive, Chairman of the Planning <br /> Commission,reviewed the Planning Commission process and stated that <br /> the proposed ordinance is a great improvementover <br /> the existing <br /> code, The proposed ordinance has been made with much public input <br /> and compromise. She recommended passage of the ordinance, <br /> Dennis Gregoire,Port of Everett Planning Director, spoke on the MS <br /> Zone, He stated this z e is a little premature and may be a little <br /> restrictive for the Ports development plan. He requested that the <br /> yyy MS Zone be removed from the Port property end the Hulbert property, <br /> Terry Slatten, 4100 S Third, stated he had o objection to the <br /> IFXt el 0f the MS zone, He recommended that the zoning and zoning <br /> map be reviewed as itconforms t0 the Shoreline Hester Plan, <br /> Frank Figg, Boeing Company, stated a portion DC the-Boeing holdings <br /> are in two differenceone He requested that one zoning <br /> designation be included for the entire Boeing property. <br /> Janet Stegall, 221 3rd Place X, Bothell, representing property <br /> owners in Everett, requested a clarification of the zoning on her <br /> properties. She also ree ded that grandfather clause be <br /> included, Planning Staff was directed to work with Mrs. Stegall t0 <br /> review the zoning on the properties, <br /> Reid Shackey,2901 1/2 Hewitt,reviewed the comp plan as it relates <br /> to multi-family. He stated that the.proposed ordinance includes <br /> density reductions. He recommended vesting with a complete <br /> application. <br /> Chuck Moser, 2118 Pine, member of the Planning Commission, stated <br /> the proposed ordinance is a substantial improvement. He stated his <br /> vote against the proposed zoning code was based uPon his feeling <br /> that the density of the R-3 zone may be two high andshould be <br /> further reviewed, <br />
