WHEREAS, Resolution No. 3322 was approved by the City Council on May 9, 1990, wherein the Council resolved that all non-recyclable solid waste generated within the City of Everett shall be disposed of in the Snohomish County Solid Waste Disposal System;and WHEREAS, pursuant to RCM 39.34 and Resolution No. 3322, City and County representatives have negotiated an interlocal agreement that furthers the Council's intent;and I. • WHEREAS,the Interlocal Agreement is consistent with Snohomish County's Solid Waste Management Plan as approved by the Department of Ecology and the City of Everett Solid Waste Management Plan now before that agency;and WHEREAS,such Interlocal Agreement reaffirms the City's intent and authority to manage and control its waste stream prior to delivery to the County system In order to ensure the minimization of F'1' waste that must be landfilled;and WHEREAS, the Interlocal Agreement explicitly contemplates the City's current recycling goals,and allows the City Co increase those goals periodically, and author,„es the City's use or disposition of recyclable materials;and W EREAS, the Interlocal Agreement sets forth the City's authori4 to use paper it elects to withdraw from the waste stream IP 9 for purposes or processes such as"Smart Burn",and WHEREAS, the Interlocal Agreement does not foreclose or limit the City's implementation of waste reduction programs, through actions such as setting a target reduction goal, implementing an !nCOUT=oldurnntedr7'ret=tr:IfCPwa:te7=seh'''s and bna'nendna to cisWHEREASthe Interlocal Agreemespecifically retains to the hiy W W Yl ,liWHEIR'E:A:,VIt!:InfrIOCIa117:::nt! lrge!;tittft tIlr'tatYtte:":! te Ctof Everett;and 11 11 Iij, ' to Snohomish County for the use of its system mill be the same as those applied to signatories of the County Comprehensive Solid Waste Management Plan;and WHEREAS, utilization of the disposal services available 1 11,I through the County syttam under the Interlocal Agreement is expected to give the City en expeditious and efficient answer to its solid waste disposal needs and to participate in a regional solution to solid waste disposal; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT that Resolution No. 3322 is reaffirmed in relevant part and that the Mayor be authorized to execute the Interlocal Agreement for Solid Waste Disposal with Snohomish County in the contract form attached to this Resolution as Attachment A. 1 .' 1 1 I Roll was called with all councilmen voting yes except Councilmen Anderson and Pope who voted no and Councilman Moser who was excused. ,10, Notion carried. 1 11 I; ;.
