Lynnwood has pronn <br /> posed annexation up to a perhaps <br /> s <br /> beyond 148th Street into a of the area proposed to be a part <br /> Highland Bay on the south. The third area is the Paine <br /> Field annexation proposed by the City of Everett. <br /> A SEPA review has beenompleted on the annexation <br /> comprehensive plan and zonings This review was circulated to <br /> affected Jurisdictions and known interested citizens or citizen <br /> groups. This review states that it is the intent of the City <br /> of Everett to adapt the various plans and environmental <br /> documents which havebeen done by the Paine Field Airport. <br /> Councilmembers had questions regarding the 28 registered <br /> voters, as they are not property owners. <br /> Bruce Jones reminded <br /> Council that they were registered votersand eligible to vote. <br /> Councilman Overstreet felt that we should precipitate <br /> decision, but asked if this election process could be <br /> interrupted if an agreementwa <br /> s made with the County. Mr. <br /> Koenig reminded c cilmembers that it still had to go to the <br /> Boundary Review Board so there is time to,change,direction. <br /> Councilman Overstreet also asked who had not been responsive in <br /> the meeting process between the City and County. MayorWinch <br /> responded that the County had asked us to agree to certain <br /> mitigations that the City was not able to do due to the EIS <br /> process. The City has asked the County to initiate <br /> annexation proposal; however, they have not been able to get as <br /> consensus. <br /> 1 Attorney Bruce Janereminded Council that an airport is a <br />:. Jurisdiction of its own and that there are State statutes that <br /> control it. Upon annexation the City would inherit these <br /> Jurisdictional problems a however he felt they could be resolved. <br /> Mayor Kinch told councilmembers that businesses located in the <br /> xationa; Tramcoe JanSpert, etc.; have all expressed <br /> support Por the City annexing them. <br /> 1 President Morrow asked for citizen comments. <br /> C <br /> C <br />
