133 <br />• march 20,1991 <br /> fl.,`i,'07t" M,"a" 'aiY Ce g:'4.:a"teZ wjeopardize,"3'0."n"LI <br /> negotiate,.agreement. <br /> • <br /> The Mayor clarified this by saying that theprocess.for holding <br /> an election would not be stopped until a request for annexation <br /> was before the Boundary Review Board. <br /> Paul Roberts indicated there ass a scheduled hearing April 30 <br /> on the election proposal. <br /> C <br /> There was a discussion of the timing and 90 day time frame. <br /> Councilmembers were concerned that to continue the process for <br /> an election would deapordize the negotiations with the County. <br /> However,1[-negotiatioms•failed they didn't want all the doors <br /> closed as far as an election was concerned. <br /> Attorney Jones told Council it was practical to negotiate or <br /> come to an impasse on these issues then go to the Boundary <br /> Review Board since these topics will have to be hashed out with <br /> the Boundary Review Board anyway. He recommended continuing <br /> the Boundary Review Board hearing date to the next available <br /> date. <br />• <br /> Paul Roberts felt there wasn't an agreement to take the matter <br /> C off the table but to push the matter down in time to avoid a <br /> conflict in the negotiations. <br />•• Moved by Councilman Gipson, seconded by Councilman Overstreet <br /> to authorize the Mayor to sign a Memorandum of Understanding <br />• between Snohomish County and the City of Everett. <br /> Moved by Councilman Pope, seconded by Councilman Overstreet to <br />,• <br /> amend the motion to include a request for a continuation of the <br /> Boundary Review Board hearing on the election process. <br /> Roll was called with all councilmen voting yes except <br /> Councilman Diamond who voted no. <br /> Motion carried. <br /> • • <br /> • • <br /> Roll was called on the motion as amended to authorize tRe Mayor <br /> to sign a memorandum of Understanding between Snohomish County <br /> and the City of Everett including continuation of the Boundary <br /> Review Board hearing on the election process be requested with <br /> all councilmen voting yes. <br />• <br /> Motion carried. <br />, C • <br />
