Moved by Councilmen Pope, seconded by Councilman Gipson that ' 9this 105-2 s declared to.be the final reading of Council Bill No. 9105-20.and the City Clerk is directed to call the roll for the final disposition of the ordinance. AYES: Anderson,Moser,Gipson,Morrow,Pope NAYS: None EXCUSED: Diamond,Overstreet Ordinance No. 1983-91 adopted. PUBLIC HEARING President Morrow openedthe public hearing stating the purpose is to consider approval of the Final SEPA Environmental Impact Statement and NEPA Environmental Assessment dated December, 1990 and authorize proceeding into the next phase of planning and analysis for the Everett Transit Center. Councilman Pope said that at the workshop held on December 12, 1990,Council requested that two additional sites be reviewed as possible alternative sites with that Information provided to Council Per their consideration. This information has not been provided. The importance of this decision should be considered and reviewed when the Mayor and Pull council are in attendance. President Morrow said that there are many citizens who have come to-provide public..testimony on this issue, that the hearing will proceed and that Council can determine the outcome of the hearing after 11 parties inattendance have been heard. He said that information on this hearing will.be provided to the Mayor and Councilmen Diamond and Overstreet. Cis Leroy, Assistant Transit Manager,reported that there were 16 preliminary sites reviewed for consideration. After the preliminary analysis, three sites were w r e then considered.
