To authorize a call for bids for the fluoridation system <br />) construction project with the bid opening to be held in the <br /> City Clerk's Office,2:00 p.m.,August 15,1991. <br /> Roll was called on the consent agenda items with all councilmen <br /> voting yes except Councilman Anderson who was out of Council <br /> Chambers. <br /> 0 <br /> Motion carried. <br /> BID AWARD-TRANSMISSION LINE NO.2 REPLACEMENT PROJECT <br /> On July 10,1991 City Council discussed the Cid report and bid <br /> award for the Transmission Line No. 2 Replacement project. A <br /> motion was made and carried to continue the discussion and <br /> decision until today. <br /> Moved by Councilman Pope, seconded by Councilman Gipson to <br /> declare the bid by Wilder Construction a non-responsive bid and <br /> to award the bid for Transmission Line No. 2 Replacement <br /> Project to Tri-State Construction, Bellevue, based upon their <br /> proposal and unit bid of unit prices extended for the estimated <br /> total of$4,166,662.36 as received at the bid opening held at <br /> 2:00 p.m.June 20,1991. <br /> David Gent (Wilder Construction), 3315 15th Street. Stated he <br /> hoped coomilmembers had received a packet he sent which <br /> included the court reporter's report. He felt that when <br /> discretion is allowed Co in this case considerable weight <br /> should be given to the option that represents the lowest cost <br /> to the City. <br /> Councilman Pope explained that he and Councilman Gipson had met <br /> with Ken Housden and asked Mr. Housden for his explanation of <br /> the process. <br /> Ken Housden, Director of Public Works, explained that in <br /> putting together the bid docoments the City elected to put in a <br /> bid line item with specific requirements.
