393 <br /> CJuly 31,1991 <br /> The regular meeting of the Everett City Council was called to <br /> order at.30 a.m., July 31, 1991 in the City Council Chambers <br /> of the Everett City Hall, President Morrow presiding. Upon roll <br /> call it was found that Mayor Kinch was excused and all <br /> councilmen sere present. <br /> The minutes of the July 24, 1991 meeting were approved as <br /> printed. Councilman Moser wanted to point out that on page 391 <br /> of the July 24, 1991 minutes, item 13, "Reconsider the criteria <br /> for exempting public agencies and utilities to make them subject <br /> to tne same rules as the private sector" he felt the emphasis <br /> was on public agencies rather than utilities. <br /> EMPLOYEE OF THE MONTH <br /> On behalf of Mayor Kinch and the City Council, President Morrow <br /> presented Ida Rush an award mecognizing her as Employee of the <br /> Month. She was also reccgnired for her commitment and <br /> dedication in serving the City of Everett. Ida baa worked at <br /> the City for 20 years and is retiring today. Ida nad also <br /> received the first employee of the month award that the cityhad <br /> ever given. <br /> Bill Cushman, Finance, expressed his appreciation to Ida for her , <br /> loyalty,hard work and responsiveness to citizens. I <br /> AWARD <br /> Counoilman Pope introduced Rear Aftiral Larry R. Marsh, <br /> Commander of the Naval Base in Seattle, and Commander of the <br /> Submasine Group 9 in Bangor to make a special presentation. <br /> He introduced Captain Gene Dvornick and Mrs. Pat Dvornick. <br /> Commandkr Marsh presented Gene with a very prestigous award, the <br /> Legion of Merit. It was given in recognition of his <br /> exceptionally meritorious conduct as the Commanding Officer of <br /> C Naval Station Puget Sound and a key staff officer of Commander <br /> Naval Base Seattle for July 1987 through November 1990. Several <br /> distinguished guests were in attendance from the Navy as well as <br /> the Everett and Snohomish County communities. <br /> COUNCIL COMMENTS <br /> Councilman Diaamnd requested CIP I comments from councilmembers <br /> that had not been turned in. <br />
