428 <br /> August 21,1991 <br /> C <br /> The special meeting of the Everett City Council to hear the <br /> SEPA Appeal of the Decision Document for the Boepg Expansion <br /> Project was called to order on August 21. 1991'in the City <br /> Council Chambers at 8:00 a.m. by Council President Ed Morrow <br /> with all councilmembers in attendance. <br /> President Morrow stated that he has designated Walter Sellers <br /> to preside over the hearing. The Council will make all <br /> substantive decisions concerning the Hearing and Mr. Sellers <br /> will act as moderator. <br /> Mr. Sellers' stated that he would be acting as a moderator for <br /> the hearing. He said he was an attorney practicing in Edmonds <br /> and does do some work for the Everett City Attorney's Office <br /> but in this matter is acting solely in the capacity of <br /> moderator. He announced that Mr. Jim Iles is in attendance <br /> from the City Attorney's Office and is representing the City's <br /> legal interests. <br /> 4 <br /> Mr. Sellers' explained that it is his intent that this hearing <br /> be conducted in a fair manner, both in form and substance as <br /> well as appearance. 1.1r. Sellers asked the Councilmembers if <br /> they could hear and consider this in a fair and objective <br /> Cmanner. <br /> All Councilmembers answered in the affirmative. <br /> Councilman Overstreet disclosed that he was an employee of <br /> Snohomish County but stated that he could consider the appeals <br /> in a fair and objective manner if there were'ne objections. No <br /> objections were expressed. <br /> Mr. Sellers asked if anyone in the audience objected to his <br /> participation or any councilmember's participation in the <br /> proceedings. No objections were expressed. <br /> Mr. Sellers requested that everyone be courteous in these <br /> proceedings. He asked that they speak into the microphone, <br /> slowly and clearly. He said that a court reporter is present <br /> to record the testimony. He asked that any questions or <br /> comments be directed to him. <br /> M:arVantX,,,T,Iw:tle rules that have been adopted for this <br /> 1. Time limits for each party are set forth in the <br /> Council President's Memo and asked that everyone <br /> comply with these limitations. <br />
