Pi <br />, <br /> 0 502 <br /> September 18,IP. <br /> t' Moved by Councilman Overstreet, seconded by Councilman Gipson <br /> commend the motion by deleting Ne. 5 from the Corrections and <br /> Modifications to Findings, Conclusions, and Decisions as <br /> submitted by the Applicant pertaining to the two new <br /> conclusions regarding Harbour Pointe Cumulative Impacts. <br /> Roll was called on the amendment with all councilmen voting yes <br /> except Councilman Diamond who was excused. <br /> C <br /> Amendment carried. <br /> Resolution No.3528 as amended is as follows: <br /> WHEREAS, the City Council finds that on March 22, 1990, the <br /> x City received a completed environmental impact statement <br /> application from the Boeing Commercial Airplane Group.for an <br /> expansion of Boeing's Everett facility;and <br /> WHEREAS, the City Council finds that as a result of the <br /> environmental review process, a final environmental impact <br /> Cstatement was ssued on June 24,1991:and WHEREAS, i <br /> the City Council finds that the City's Responsible <br /> Official exercised SEPA substantive autoority by issuing a <br />, Decision Document on July 3,1991;and <br /> wREREAs, the City Council finds that appeal lettere were <br /> received from the fallowing: Snohomish County Council; City of <br /> Mukilteo; Community Transit; Betty Blair; George Smith; Etta <br /> Southern; and Snohomish County Alliance to End Homelessness, <br /> represented by Evergreen Legal Services; Darrel and Roma <br /> f Freudenberg; Streamkeepers of Everett and Snohomish County; <br /> IT Friends of Responsible and Orderly Growth; Citizen Advocates <br />: for Responsible Development; Vision Snohomish County; and <br /> ( Snohomish County Improvement Alliance, all represented by Elmer <br /> Johnston;non Miller;and Paine Field Gun Club;and <br /> WHEREAS, the City Council finds that after due notice, an <br /> f appeal hearing was held before the City Council on commencing <br />, August 21,. 1991, and continuing to August 28, 1991 and <br /> September 4,1991,and concluding on September 5,1991;and <br />, WHEREAS, the City Council finds that the following review of <br /> the reCOrd of the appeal pcoceedings, consideration of Inc <br /> testimony and argument of the parties and after due <br /> delioeration of the issues, Council makes its decision in <br /> ( accordance with the provisions of this resolution. <br /> - --- —I <br />
