• <br /> 557 0 <br /> October 16,1991 <br /> Roll was called with all councilmen voting .Yes except <br /> Councilman Gipson and President Morrow who were excused. <br /> Motion carried. <br /> PUBLIC HEARING: <br /> President Morrow entered Council Chambers. 0 <br /> SEPA APPEAL OF THE COLBY <br /> President Morrow opened the public hearing on the SEPA Appeal <br /> of The Colby located at 2525 Colby Avenue. The applicant is <br /> David Handley, Coils Corporation. The appellant is Arnold R. <br /> Hofmann. <br /> Pam Farnsworth, Planning, stated that we were here tonight to <br /> hear the appeal of the Revised MitigatedDetermination of <br /> Non-Significance of THE COLBY. The Colby is 64 multi-family <br /> units in a four story building with 3,976 square feet of retail <br /> space, and 32 under-structure parking spaces located mid-block <br /> n the east side of Colby between 25th and 26th Streets in the <br /> B-3 zoning..district. She further indicated that the project () <br /> meets all ode requirements. <br /> n ilman Moser explained that in a recent Traffic Advisory <br /> Committee meeting The Colby was entioned. He stated no action <br /> was taken and Peels ha can hear the appeal fairly. He asked If <br /> thereSeany objections. Councilmen Overstreet Baked <br /> Councilman Moser if he had expressed any opinions. Councilman <br /> Moser replied he hadn't. No one expressed any opposition to <br /> Councilman Moser hearing the appeal. <br /> Ns. Farnsworth submitted a copy of a hand delivered notice of <br /> hearing to Mr. Arnold R. Hofmann as she had not r oeived the <br /> certified mail receipt for Nr. Hofmann end handdelivered the <br /> notice of hearing. <br /> 0 <br /> The altarnetives far action w addressed.
