In order to meet shoreline public access requirements while <br /> the design study and plan are completed, applicants for <br /> development may,if deemed appropriate by'the City, donate land <br /> voluntarily and pay to the City,the estimated cost of necessary <br /> public est improvements in lieu of'.actually constructing <br /> access improvements before completion of the design study. <br /> 3. In lieu of constructing Pull standard street improvements to <br /> SR 527and/or other abutting roadways, including area traffic <br /> signal improvements, applicants for development, with City <br /> approval, may voluntarily contribute funds to the City In a <br /> amount equal to thec ost o4 constructing the public <br /> improvements. Said fundswill be utilized by the City to <br /> construct area traffic/pedestrian safety improvements and <br /> roadway improvements, and to fund environmental review necessary <br /> for such improvements. <br /> 4. The design study and plan established under this Resolution <br /> shall include recommendations for the phasing of construction of <br /> roadway and shoreline public access improvements. <br /> 5. The design study and plan shall be sufficiently detailed to <br /> provide guidance to applicants in proceeding on permitting and <br /> construction of roadway and/or public access improvements, (l <br /> subject to any necessary environmental review and City review <br /> and approval. <br /> 6. Far property owned by the City or voluntarily donated to the <br /> City pursuant to this Resolution and other City authority, the <br /> City will make application for the requisite permit(s) <br /> (including but not limited to Shoreline Substantial Development <br /> Permits), toonstruct, the improvements called, for the <br /> approved design study and plan at such time as funding,for said <br /> improvements is appropriated or otherwise available. <br /> M. The process for preparation of the design study and <br /> Improvements shall include full participation by members of the <br /> public, including interested community groups and affected <br /> property owners as well as by Snohomish County and the State of <br /> Washington. <br /> 0 <br /> 0 <br />
