583 0 <br /> October 30,1991 <br /> ( ) <br /> WHEREAS, existing authorization to levy a.local telephone tax <br /> I for 9-1-1 service, regular or enhanced, is not sufficient to <br /> provide this service in rural areas;and <br /> WHEREAS,the legislature authorized an additional statewide tax <br /> of up to 20 cents per month per telephone line so that Enhanced <br /> 9-1-1 can be implemented statewide, wily this tax reduced Cc a <br /> maximum of 10 cents per month per telephone line after 1998;and <br /> W1MREAS, the Enhanced 9-1-1 measure adopted by the legislature <br /> 0 <br /> in 1991 requires approval by voters during the 1991 general <br /> election; <br /> NOM, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF EVERETT that the City of Everett strongly supports the <br /> statewide implementation of Enhanced 9-1-1 emergency <br /> communication service, and encourages voters to approve <br /> Referendum 42 during the general election this fall. <br /> Roll was called with all councilmen voting yes except <br /> Councilman Anderson who was excused. <br /> Notion carried. <br /> BUDGET MESSAGE <br /> Mayor flinch e=icTed the following budget message to the <br /> 1992 will be an interesting year for the City of Everett as we <br /> are experiencing some of the revenue declines that have plagued <br /> other cities around the country and of particular concern to <br /> us,cities like Seattle,Tacoma and Spokane. <br /> There is no question that 1992 will be a tight budget year. <br /> The document that I am presenting council today was the result <br /> of a great deal of agony and sacrifice by all departments of 0 <br /> the city. <br /> The Everett area as a whole is doing very well compared to the <br /> rest of the country. Most mayors/meet from other cities from <br /> one end of the United States to the other would gladly change <br /> Place.. When they see the scope of expansion that the Boeing <br /> Company is having in our community coupled with the economic <br /> impact of the Navy Homeport construction, they just can't <br /> believe that one community is having such positive economic <br /> growth while thereat of the country is suffering. <br />
