I 1 <br /> C, 618 <br /> November 13,1991 <br /> CSPACE AGREEMENT-NALL STREET SERVICE CENTER,INC. <br /> Moved by Councilman Gipson, seconded by Councilman Anderson to , <br /> authorize the Mayor to sign the Service Center Space Agreement <br /> and to give approval of the rental agreement for the Wall <br /> Street Building. <br /> Based on the Wall Street Service Center, Inc., experience in <br /> managing Suite 500,the proposal is to turn over to Wall Street <br /> Service Center, Inc. the responsibility of managing the area, <br /> C including collection of rents from sub-tenants. For its <br /> services Wall Street Service Center, Inc. will retain 35%of <br /> all rents from tenants and shall forward the balance to the <br /> City. <br />:• Roll loao called with all councilmen voting yes. <br /> Motion carried. <br /> RESOLUTION-C.H.A.S. <br /> Kathy Thompson, CHIP, introduced this resolution. She <br /> described CHAS as a new federal requirement. The federal <br /> government will base city funding on our Comprehensive Housing <br /> Affordability Strategy(CHAS). <br /> Helen Moser, Chair for the Citizens Advisory Committee for <br /> . Housing andHCommunity Development, gave oouncilmenbers MeMo <br /> 1 from the committee highlighting certain issues of CHAS. She <br /> urged councilmembers to support adoption of this resolution. <br /> Gregory Provenzano, Evergreen Legal Services, also representing <br /> several clients, thanked all those inVolVed in developing <br /> CHAS. He expressed that there are still some areas that could <br /> be improved upon. 1) The City of Everett will play an active <br /> roll in meeting the housing needs of its residents and provide <br /> local matching funds where necessary to leverage other public <br /> and private housing resources. 2) The City of Everett will <br /> target federal, state and local housing resources to very-low <br /> income households, particularly those beloW the poverty line or <br /> who earn less than 30%of area median income. 3) The Caty of <br /> Everett will actively work towards preserving cur limited <br /> supply of privately owned, federally subsidized housing. He <br /> asked that Council consider stronger monitoring to assure <br /> commitment from the local community. <br />
