BB <br /> CFebruary 19,1992 <br /> Councilman Overstreet reported that he attended an.Air Quality <br /> Conference in Bellevue which was recommended by Anne Robison. <br /> CITIZENS'COMMENTS <br /> Don Hopkins, Port of Everett Commissioner, commended the City <br /> of Everett employees for their diligent and cooperative work <br /> efforts throughout the <br /> munity. He Said the Mayor and <br /> Council should be very proud of their employees. <br /> HUMPHREY CONSTRUCTION B d 0 TAX DECISION • <br /> Bill Cushman, Finance Director, and Cal Hart, Audit Manager, <br /> reviewed the role and responsibilities of the Audit Division <br /> since its inception in July 1991. Mr. Hart stated that <br /> Humphrey Construction did do business inside the City and was <br />• subject to the B 8 0 tax. <br /> Chris Keith of Humphrey Construction said that the requirement <br /> for 8&0 tax was not specific enough <br /> ough 1n the specifications and <br /> that Humphrey actually saved theCity money as their bid was <br /> Cmuch below the nearest low bidder. <br /> Moved by Councilmen Popeseconded by Councilman Overstreet to <br /> reject a request from H,umphrey Construction to waive the B80 <br /> tax requirement on its income from the Everett wastewater <br /> Treatment Plant. <br /> The Budget Committeehas reviewed therent request from <br /> Humphrey Construction.'.to relieve its eee tax requirement and <br /> hes found no basis to do so. <br />• <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> RESOLUTION-HOUSE BILL 2938 <br /> President 'Gipson asked to be excused end Vice President <br /> Anderson assumed the role of presiding officer. <br /> House Bill 2938, currently before the Washington State <br /> Legislature, recommends or strongly supports the creation of a <br /> merger between city oerated systems d Public Transportation <br /> Benefit Areas(county operated systems). <br /> C <br />
