95 <br /> (I)CITIZEN'S COMMENTS March 18,1992 <br /> Lorraine Adrian, 2101 Colby, spoke to C./Mil regarding the <br />' letter businesses are receiving from the Planning Department <br /> addressing the issue of code conformance for portable signs. <br /> She felt this was discouraging to small businesses and also <br /> recomended that a brochure of these sign regulations be handed <br /> out when businesses receive their licenses. <br /> Mayor Kinch explained that the challenge is that we do have CO <br /> ordinance that we have to enforce. He felt the key was to <br /> communicate the specifications to the sign makers so that <br /> businesses don't invest in signs that are the wrong size. <br /> Paul Roberts, Planning, stated he had received a number of <br /> complaints regarding the process and is trying to find better <br /> ways to seek voluntary compliance. He emphasized that this <br /> doesn't change the code. <br /> Councilman Pope suggested revisiting the code. <br /> COMMUNITY THEATER REPORT <br /> Bill Cushman, Finance, used various charts to repo (:)rt the <br /> progress of the Community Theater. On October 23, 1991, City <br /> Council authorized the Mayor to execute the Design/Build <br /> agreement with Colby Square Partners for the Community <br /> Theater. The design portion of the project is advancing well. <br /> Weekly meeting for reviewing and discussing various problems <br /> related to design are occurring. He further reported that the <br /> interview process for theater managers is underway. <br /> Councilmemhers expressed concerns about the funding of the <br /> project and requested a report on PACE's progress. <br /> Councilman Moser had questions regarding the test holes on <br /> site. Councilman Pope asked if there was any soil <br /> contamination, as a gas station had been on the site several <br /> years ego. Bill Cushman answered that some contamination had <br /> been found and that they are working with the Department of <br /> Ecology regarding this. Councilman Pope suggested not going <br /> any further with the project until this is resolved. Mr. <br /> Cushman explained that the Department of Ecology would continue <br /> to be involved Mtn it is resolved. <br /> 0 <br />
