252 <br /> July 8,1992 <br /> C3 REMOVED FROM TODAY'S AGENDA: <br /> Loan Agreement Amendment-CSO Project <br /> PEDESTRIAN OVERCRDSSING-MUKILTED BOULEVARD <br /> Moved by Councilman Pope, seconded by Councilman Overstreet to <br /> authorize the Mayor to sign the design agreement with <br /> Johnson/Coastline Associates for the Mukilteo Boulevard <br /> pedestrian overcrossing at Federal Avenue for$25,670. <br /> Rollwas celled with all councilmen voting yes except <br /> Councilman Diamond who was excused. <br /> Motion carried. <br /> Councilman Moser and Council President Gipson were excused from <br /> the Chambers as they had not participated in the previous <br /> public hearings on the U.S.Nest NewVector's proposed cellular <br /> tower or the Burlington Northern Microwave Tower. Vice <br /> President Anderson will preside on these two agenda items. <br /> U.S.WEST NEWVECTOR'S CELLULAR TOWER <br /> Vice President Anderson stated that in accordance with <br /> ordinance requirements, staff tel prepared proposed findings, <br /> conclusions and decision in resolution form supporting <br /> Council's denial of the appeal. Council needs to review the <br /> proposed findings,conclusions and decision. <br /> Jim Iles, Assistant City Attorney, stated in accordance 00th <br /> the SEPA Ordinance, Council is required to adopt findings, <br /> conclusions and decision which affirm the oral decision made at <br /> the public hearing on June 3,1092. <br /> Moved, bAecTrail==712on7,":itddl=lr'onre'sel=f1st, <br /> resolution form. <br /> Roll was called with Councilmen Anderson and Overstreet voting <br /> yes, Councilman Campbell and Pope voting no, and President <br /> Gipson and Councilmen Moser and Diamond were excused. <br /> Motion defeated. <br />
