255 <br /> July 0,1992 <br /> Councilman Campbell asked that staff provide the photographs <br /> and the exhibits which will show in great detail the vier and <br /> esthetic impacts to the individual properties and the <br /> neighborhood. He also asked that staff review the letter from <br /> Mark Stowe dated July 2, 1992,regarding the additional health <br /> issues and include an analysis of the scientific data presented <br /> by Nr.Cobbs at the public portion of the hearing. <br /> Paul Roberts, Planning ,Director, skated that he not <br /> personally stere o4 receiving the letter Pxom Merk pe . <br /> Nr. Walkley objected to the introduction of Mr. Stowe's letter <br /> o4 July 2, as this was the first time he has seen <br /> n the letter, <br /> he had not been provided a copy. The letteris offering <br /> material which may or may not have been presented at the public <br /> portion of the hearing and the hearing is Closed. He asked <br /> that the letter be rejected. <br /> Councilman Campbell stated that the information which has been <br /> presented in the public forum and is being pointed out in Mr. <br /> Stowe's letter should be reviewed by.staff. <br /> Vice President Anderson ruled that any information in the <br /> letter of July 0, Which had not been presented in the public <br /> portion of the hearing was not to be considered in the specific <br /> issues under consideration. 11/l <br /> Moved by Councilman Campbell, seconded by Councilman Pope to <br /> affirm that the specific information presented by staff <br /> together with the photos and maps prepared and reviewed by city <br /> staff and the health issues and concerns presented during the <br /> public participation portion of the hearing will be sufficient <br /> to determine the adequacy of the Responsible Official's <br /> decision. <br /> Paul Roberts, Planning Director, stated that under the SEPA <br /> process, materials that are presented by the Applicant and <br /> ultimately used in the determination are <br /> e the ownership of the <br /> City. The Responsible Official makesthe determination, in <br /> part, certifying that the information provided, in fact, <br /> satisfied the requirements under SEPA. The staff will provide <br /> the information requested but will analyze the time and effort <br /> put into the process and the applicant will bee <br /> s ssed a fee <br /> for the activity. When material is submitted, the staff does <br /> reject material which does not meet the criteria and does not <br /> meet thence rns of the staff prior to ever. making a <br /> determination <br /> o <br />
