July 15,1992 261 CCouncilman Overstreet asked the Mayor whet type of direction would he need to be able t0 resume negotiations in regards to the selling of water to Seattle. Mayor Kin.Stated at the present time, the City does net have a willing partner, the PUD, to negotiate with us. They are willing to negotiate with the City of Seattle on their own terms,on their-O n deal,but not with the City of Everett. He asked if Council wanted him to go negotiate for Everett outside of the PUD. We have a definite conflict over who has the water rights. Councilman Overstreet expressed his opinion that at this time the City of Everett hes to negotiate in some type of agreement with the PUD inorder to consider the sale of water to the City of Seattle. Just like the PUD should, must negotiate with Everett. It is a partnership. Councilman Overstreet said if the PUD cannot or will not negotiate with us then the Mayor would meet the Council's requirement. Mayor Kinch said it is his understanding that Council will direct the Mayor to negotiate with the PUD that they are C requesting that he proceed with the negotiation process. It takes the cooperation of both the PUD and the City to make that happen. That has to come together before wecan sit down with Seattle. He expects to be beck to Council next week and report as he feels that time is of the essence to make a decision.
