July 15,1992 261 <br /> CCouncilman Overstreet asked the Mayor whet type of direction <br /> would he need to be able t0 resume negotiations in regards to <br /> the selling of water to Seattle. <br /> Mayor Kin.Stated at the present time, the City does net have <br /> a willing partner, the PUD, to negotiate with us. They are <br /> willing to negotiate with the City of Seattle on their own <br /> terms,on their-O n deal,but not with the City of Everett. He <br /> asked if Council wanted him to go negotiate for Everett outside <br /> of the PUD. We have a definite conflict over who has the water <br /> rights. <br /> Councilman Overstreet expressed his opinion that at this time <br /> the City of Everett hes to negotiate in some type of agreement <br /> with the PUD inorder to consider the sale of water to the City <br /> of Seattle. Just like the PUD should, must negotiate with <br /> Everett. It is a partnership. <br /> Councilman Overstreet said if the PUD cannot or will not <br /> negotiate with us then the Mayor would meet the Council's <br /> requirement. <br /> Mayor Kinch said it is his understanding that Council will <br /> direct the Mayor to negotiate with the PUD that they are <br /> C requesting that he proceed with the negotiation process. It <br /> takes the cooperation of both the PUD and the City to make that <br /> happen. That has to come together before wecan sit down with <br /> Seattle.
