.0 <br /> July 15,1.2 <br /> Mayor ninth pointed out that our position is diametrically 0 <br /> opposed to the PUD's. we made a statement that we would not <br /> consider this issue without our Council's policy direction and <br /> be able to sit down with our partner, the PUO, and go on a <br /> joint venture to discuss this matter with the City of Seattle, <br /> if that was the direction of their policy makers. The PUD has <br /> taken the positien that it is their water and they will decide <br /> what is the criteria and issues to be resc"ved in the water <br /> sale issue,with no reference to the City of everett. <br /> Mayor.ninth said that the PUD has determined that it is their <br /> role to sell water or not sell water and control the issue of <br /> water and he does not agree with that. He stated he does not <br /> think it is wise to give up the City's ownership of the water <br /> rights of the Sultan Basin. <br /> President Gipson commended the Mayor for the steps that he has <br /> Oaken, He understands that the Mayor had no other choice. <br /> President Gipson stated he does not agree with the PUG going <br /> their own way. He felt that if the City backs out at this time <br /> and does not establish ground rules as to the authority of the <br /> water rights, that this issue may come back in an unfavorable <br /> way which could affect the City's water rights. He declared <br /> that the City needed to continue to be in a position to <br /> negotiate to assure the City's involvement in this issue. <br /> President Gipson also addressed the economic issues in <br /> assisting the City of Seattle with their short term water needs. <br /> Jerry Vrooman, Chief Administrative Assistant, reminded Council <br /> that Mayor Norm Rice and the City of Seattle need a quick <br /> response. If the City and the PUD agree today, the project <br /> would probably not be completed until October. The citizens <br /> are most disenchanted with government entities who spend too <br /> much time hassling with each other and do not meet an issue and <br /> give an answer in a normal period of time. The Mayor has made <br /> it clear to the BUD that he would willingly negotiate with them <br /> but if we go to the City of Seattle with two negotiating <br /> separate entities from a practical view but that would be <br /> another month or two before any decision can treads. The best <br /> way to help the City of Seattle is a quick and fire answer so <br /> that they do not get their expectations up of receiving this 7 <br /> and one-half million gallons a day from the our water system. <br /> Roll was called with Councilmen Anderson and Pope voting yes, <br /> Councilmen Campbell,Overstreet,Moser and Gipson voting no and <br /> Councilman Diamond was excused. <br /> Motion defeated. <br />
