272 <br /> July 22,1992 <br /> Roll was called with all councilmen voting•yes. <br /> Motion carried. <br /> RESOLUTION-INTERIM ANNEXATION POLICY <br /> Moved by Councilman Overstreet,seconded by Councilman Campbell <br /> to adopt Resolution No. 3649 adopting the Interim Annexation <br /> Policy which will be incorporated into the interlocal <br /> agreements between Snohomish County and the cities which <br /> establish policies and procedures to implement the Growth <br /> Management Act. <br /> Councilman Overstreet stated that this is an interim policy, a <br /> result of several weeks of negotiations, which will he valid <br /> through June,1993. <br /> Councilman Diamond questioned the County's legal authority <br /> regarding the ordinances to stop annexations. <br /> Paul Roberts,,PlanninA, said the he felt this interim policy <br /> was in response to those ordinances. He further stated that <br /> the City of Everett along with Other cities and the private <br /> sector have raised the issue that the ordinances may not be <br /> consistent with the Growth Management Act; however, we have <br /> pointed,out that our interest was to address a policy through <br /> Snohomish County, Tomorrow that would answer the questions <br /> whether,than contest the ordinances. <br /> Councilmin Moser asked if tdis interim policy would be a part <br /> of the interlocal agreement (nex)agenda item). Paul responded <br /> yes if authorized by Council. <br /> The resolution is as follows: <br /> WHEREAS, the Growth Management Oct (GMA) RCW 36.70A requires <br /> the development of comprehensive plans for Snohomish County and <br /> the cities located therein;and <br /> WHERERS, the GMA further requires the establishment of "urban <br /> growth areas. for those areas within which urban growth and <br /> services shall be encouraged and outside of which urban growth <br /> and services shall be discouraged;and <br /> WHEREAS, the orderly planning for growth and development <br /> requires the establishment of boundaries to assure the <br /> provision of adequate services and capital financing of <br /> necessary facilities;and <br />
