He suggested that the negotiations be held before <br /> circulating the petition. <br /> Councilman Anderson was excused from the Council Chambers. <br /> Councilman Campbell felt the 73%petition should make It clear <br /> to Mill Creek where the people wanted to be annexed to. <br /> Councilman Moser felt the negotiations between the cities would <br /> take the citizens out of the decision making process. <br /> Faith Thayer, 2415-132nd Street SE,stated that Mill Creek has <br /> built brick walls around their city and that was statement <br /> enough. She favored annexation to Everett. <br /> Victor L.Westman,2032-134th Place SE, told of blocked streets <br /> between Mill Creek and the County. It appears that Mill Creek <br /> doesn't want us.
