313 <br /> CAugust 26,1992 <br /> On December 11, 1991, City Council held a public meeting and <br /> decided to delay a decision to accept the 30%petition pending <br /> additional studynd information from the applicant and city <br /> staff. That additional information has now been gathered. <br /> Councilman Pope asked how many people this annexation would <br /> bring into the City of Everett and what impact it would have o <br /> the Police and Fire Departments. Koenig, Planning, <br /> replied that approximately 1, 600 people vwould be added. The <br /> Police Department would need anadditional 5 1/2 epieople(adding <br /> c <br /> e beat). Traffic congestion is a major The Fire <br /> Department still has a mutual aid agreement with District Na. <br /> 11. <br /> Councilman Diamond inquired about putting this issue on the <br /> ballot. Dave Koenig stated that is possible. He explained <br /> that the proponents preferred the petition method. The <br /> petition method would allow property owners to decide their <br /> fate while the election method would allow registered voters to <br /> decide. He further explained to c uncilmembers that the Growth <br /> Management Act has passed and that the annexation area is in an <br /> urban a one. It will be serviced bya city. The question <br /> is what city. <br /> CCouncilman Pope felt this should be delayed until after budget <br /> discussions. <br /> Tom Lux, 2226-116th Street SE, Silver Lake Action Committee, <br /> stated his main concern is that this action would be premature <br /> end that interlocal agreements end negotiations between Everett <br /> and Mill Creek haven't taken place. <br /> Jeanine oudeans, 12213 Riggs Loop Road, spoke against the <br /> annexation. None of the problems have been solved and the <br /> annexation n <br /> will benefit only a few. She Tel a election would <br /> bethe most fair way to decide this issue as opposed to the <br /> petition method. <br /> Court Sheehan, 2433-134th Place SE, proponent, stated that the <br /> boundaries are logical. waiting for negotiation between <br /> Everett and Mille Creekis a political ploy. We want to be <br /> annexed into Everett not Mill Creek. <br /> Councilman Campbell felt that the City could not plan for the <br /> future until it knows where its boundaries are. <br /> Bill Trims, Director.of Community Development, MillC a k, <br /> urged councllmembers.not to proceed with this annexation. Mill <br />{ ( Creek wants to sit down with Everett and discuss mutual <br /> boundaries. Mill Creek is not unilaterally trying to annex <br /> areas. <br />
