February 9,3000 <br /> I. The City Council did hold a public hearing to consider the CSR and FSA <br /> proposal on Fantasy 9,2000;and <br /> WHEREAS,the City Council Pods that: <br /> I. Together,CAR-Associated and Food Services of America(CSR&PSA) <br /> ovmzo approximately 320 acre parcel of land Net is the site of a sand and <br /> gravel mining operation tat will be redeveloping under the M.1 Zone;and <br /> 2. Certain of the M-1 Zone regolatiom will limit the development <br /> opportunities on the CSR&FSA site if applied to the entire site;and <br /> 3. A mutat mists fora limited area of more intensive warehouse activity end <br /> for small retail activity to serve the surrounding industrial and residential <br /> communities;and <br /> 4. CSR proposes to dedicate approximately 64 acres to the City of Everett lar <br /> recreation purposes to meet one-half of the open space requirements <br /> contained in the M-1 Zone;and <br /> 5. A SEPA Final Mitigated Determination of Non-Significance on this <br /> proposal was issued on October 13,1999;and <br /> 6. CSR and FSA desire changes in the standards in the M-1 Zone to permit <br /> warehousingmore in N <br /> e cental portion of their site,allow small <br /> areas for intensivemretail at two intersections on the edge of their site,and modify <br /> certain standards to accomplish those objectives;and <br /> 7. The City desires to specifically change the regulations in the M-t Zone as <br /> Wry apply only to the progeny owned by CSR and FBA;and <br /> 8. CAR and FSA desire to implement this proposed rezone through the City's <br /> non-project rezone prows and a Development Agreement as provided in <br /> Chapter 41,Subsection 41.160D of the Zoning Code;and <br /> 9. The proposed rezone will result in the property being developed for planned <br /> industrial park uses and public recreation,-nd is oreristem with the Everett <br /> Comprehensive Plain and <br />
